New concept of resource regeneration: Japan implements the zero waste plan
"zero waste plan" refers to the industrial waste generated in production activities, which can be used as raw materials for other industries. Through the "zero treatment" of waste, all waste on the earth is turned into "zero". This plan advocated by environmentalists has been actively promoted by the United Nations Environment Programme since the 1990s. It has become a new business model among Japanese enterprises, and also a new concept for revitalizing the local economy and promoting the construction of "economic cities"
"economic city" is a new construction plan implemented by all parts of Japan under the "economic city" system formulated by the government. During the interview with Toyama, I participated in the 150 ℃ heat and oxygen aging test of PP and observed the "economic city" under construction in Toyama county
"Toyama economic city" is located in the "economic and Industrial Park" in shinsakura Town, covering an area of 18 hectares. According to the goal of building a "circular town in harmony with the environment", Toyama County proposed to change the measurement and control system of some electronic tensile machines in the current market, which adopts an 8-bit single-chip microcomputer to control the social structure of production, consumption and discarding, and build a circular society that saves resources, saves energy and regenerates. The "economic city" in Toyama county is characterized by joint investment by enterprises, government support, attention to the recycling of resources in the region, and the recycling of waste materials through resource recycling technology. As the first phase of the project, "Toyama economic city" has built four types of recycling facilities for material recycling, namely plastic recycling facilities, wood waste recycling facilities, domestic waste and waste branches recycling, and waste automobile treatment facilities. Fushan County is the first city to classify and recycle plastic containers and paper containers, especially paper bags and other paper containers. As a raw material for papermaking, it has a unique practice, known as "Fushan way"
pritik is the first hybrid plastic recycling enterprise in Japan. At present, the daily processing capacity is 20 tons, with an annual processing capacity of 8000 tons of waste plastics, and the processing site has basically realized automation. Due to the variety of recycled plastics, pritik introduced two German made infrared screening equipment to prevent the mixing of different materials. In order to promote the recycling of resources, Japanese law stipulates that manufacturers, sales stores and users should bear the corresponding expenses for products sold in the market. According to the person in charge of the company, as it is still in the initial stage, part of the company's operating funds are provided by the "container packaging recycling association", striving to turn losses into profits in the next three to five years
"Japan automatic recycling company" is an enterprise dealing with waste cars. The plant covers an area of 30000 square meters. At present, it handles 2500 to 3000 cars a month. We can see that there are many old cars in the factory, but the environment is clean and orderly, and mechanized operation has also been realized. Most of the hundreds of cars stacked here have been unloaded and are facing the fate of being broken down. Many parts of scrapped cars can still "give play to waste heat", but how to unload the waste plastic into high-quality printing materials that can be sold to the automobile maintenance center, and disassemble and classify the unusable parts. The person in charge of the factory said, "Japan has strict environmental requirements. It stipulates that waste liquid cannot flow out of the factory, and the company has to pay an environmental protection fee of 20 yen per ton for the treatment of cars. The company has not made a profit yet."
among the wastes produced in Toyama County, the annual amount of household garbage is 400000 tons. Relying only on local garbage treatment facilities is not only time-consuming and laborious, but also produces pollution. Realizing resource circulation is a comprehensive project, which cannot be separated from the cooperation of family and society. It needs government advocacy, enterprise attention, family cooperation and comprehensive utilization. For example, from the beginning of product design, enterprises should pay attention to the production of products with little or no waste after the event, and reduce excess packaging in circulation. In addition, families try to reduce leftovers and do not cook more meals; Repair items if they can be repaired; Bring your own shopping bags and use less plastic bags; Classify and throw away resource-based garbage such as bottles and cans, old newspapers... Toyama County authorities remind citizens that as long as you pay a little attention, you can achieve resource recycling. As the second phase of the project, "Toyama economic city" will also implement a recycling plan for energy, household appliances, fibers and other waste resources in the future
